I contacted VUDU customer service, and while they're a bit overloaded, they did consistently reply to my requests for help and status. My issue was escalated to Engineering and after both sides did some research, the assumption was that, somehow, my home IP address was blacklisted by one of the major blacklist/blocklist providers. I ran an Android app on my home Wi-Fi called "IP Info Detective" that showed my IP address as being a possible Tor proxy. A couple Googles later, I found:

https://www.iblocklist.com/search.php?string=x.x.x.x (where x.x.x.x is your home IP)

that also shows my home IP as a possible Tor proxy.

VUDU's suggestion was to call Comcast and ask that they assign my cable modem a new IP address. I've yet to do this, but suspect this may solve my 1:200 blacklisting.
