Stuttering video when using my PC for Vudu streaming

I get stuttering video on my PC when streaming movies through Vudu. It happens through IE, Firefox, Google Chrome, and Vudu 2 Go app. It happens in HDX as well as SD. I'm using Windows 8.1. My internet connection is around 29 mbps download speed tested through Speedtest.net. The stuttering does not happen on my Roku 3 but I don't have a TV anymore and just have my PC and monitor for watching movies. Also is Windows 10 going to have a Vudu app?

If you have an Intel CPU, try disabling SpeedStep in the BIOS to see if it helps.

I have EIST disabled, Windows Power Management CPU settings at 100%, all C-states disabled. Also recently while watching a movie through Vudu using Firefox in Windows 8.1 sometimes the movie blanks out for a second and then restarts back from the beginning. My CPU is an i7-4930k and my GPU is a GTX 780 ti. My PC is much more powerful than any blu-ray player or media streamer so this stuttering should not be happening if it didn't happen in my Roku or blu-ray player that I sold.

            Dave36,

You might have some kind of app or process running in the background that is conflicting with Vudu. I'd check task manager or your start up folder to see if there's something there that might be the root of your issue.

I have stuff running in the background according to the Task Manager, such as audio services, Java update scheduler, PDVD 15 for some reason and a few other tasks but they are all at 0% CPU utilization, and even if there was a little bit of CPU utilization from background tasks while playing a movie through Vudu, it should not cause stuttering in movies since I have a 6-core CPU and HD 1080p video should do fine even on a dual core i3. I mean the Roku 3 has a dual core CPU and it never stutters during movie playback through Vudu and a Blu-ray player with a dual core CPU that I used to have did not stutter during streaming through Vudu. Is this more of an optimization issue with the PC, since PC's can have several different configurations?

Note that Roku, BD players, etc use dedicated hardware to do all video and audio decoding, so the CPU isn't doing much besides downloading the stream and displaying some UI.

Laptop support for hardware decoding depends on the OS/drivers/Flash player support/etc. For the VUDU web player you can see if HW (basically your video card hardware) is being used for decoding and/or display by right clicking on the green quality bar in the lower left corner and selecting "VUDU Media Playback Info". Hardware decoding = decoding the H.264 video, and hardware rendering = displaying it on screen (scaling, compositing with graphics, etc). If both HW decoding and rendering are "YES", you will get a lot smoother playback. Though even the browser can make a difference - Chrome vs. Firefox vs IE, etc. You might find better performance on of vs another.

Hardware decoding and rendering (Stage Video) shows it's turned on based on the display information from the right click on the bar. It also shows that the frame rate is uneven. It varies between around 23.7-24.7 fps constantly instead of a constant 23.97 fps (which is the normal frame rate that a movie is filmed in). Also there as 38 frames dropped as mentioned on the display info.
